I'm not sure what rock I have been hiding under. To me the club is doing all it can. Last time I looked the club did not have an magical remote control that they can press to modify the behaviour of an individual in the drunken wee hours of the morning.
As you mentioned, the club has taken a tough line on this sort of behaviour and should be admired for not letting things like this slide. Wait until the players get back after the Christmas break to see what action, if any, the leadership group takes.
And clearly most of the players went on this boat trip and so I am guessing that many players saw the offenders getting a bit blotto and did nothing to stop them, so it seems that the peer pressure does not have the desired effect either.
To me what we are missing from the story is the motivation of the players. I think that the rationalle of the players in question needs to be looked at and then behaviour modification/education needs to take place. I mean what was it that caused Houla to appear in the foyer of Crown dressed only in undies? It is pretty unusual behaviour yes? It was hinted that there could have been some type of relationship issue. Why was Eddie agro?
The most accurate indicator of future behaviour is past action. Therefore you need to look at the stimuli for these players' action and help them develop alternative ways to cope.
Now I know that this might seem a little "light" to someone's whose first reaction is to punish the entire playing group, but it really is the only way to treat individual behaviour.
If the fev saga tought us anything, it showed that we can not modify inherent individual characteristics/behaviour through group intervension. In the heat of the moment it is apparent that individual will revert to their primal instincts, add alcohol-affected judgement and you have a recipe for disaster... no amount of 4am trips to the bay will counter that.
The 15,000 grand in fines buys a lot of hours with a behavioural psychologist.
