They can be development squad players as well as I understood, but regardless of where they came from they can only be 23rd man 3 times in the regular season.

Moore played for Collingwood's VFL last year.
Luke McDonald played for Werribee for North in his draft year.
I don't think you need to be affiliated.
I do know that the club was working on Rice playing for the NBs at some point but the rumour on bf was the first confirmation of this - hoping to find out its validity soon.
McDonald and Moore both came via Oakleigh in terms of the TAC, but McDonald spent his final year outside the TAC system and trained with North, playing with Werribee as a listed player in 2013.
So it really comes down to what, if any, affiliations there are between Oakleigh and Collingwood, but it sounds like the rule might be flexible as you're suggesting. Something to remember is that both players were fully committed to being drafted via the F/S rule, and that Moore played with Collingwood's own VFL team, while McDonald was on a VFL list.
