They live in a city where no one knows who they are - They walk down the street and no one stares at them , they don't treat them like rock stars - So basically they haven't got their heads so far up their own arses like the players in Victoria.
It is easy to create a good environment and good culture when the players are not up themselves and maybe in that sort of place a program like leading teams might work and be successful. But if a player gets reprimanded by his team mates in melbourne he only has to walk out the gates of the club and he will have any one of a thousand people telling him how wonderful he is .
Sydney's culture is brought about by where they live. and if you want another example of this have a look at the Melbourne Storm

Just an anecdote. I have a mate who plays for a team that's won a flag in the last few years. Wherever he goes, he's recognised. Last year a bunch of us went to a pub in Port Melbourne for a pre-Christmas lunch. As we walked through, every single head turned - it was eerie; everyone pointed and whispered. And he isn't even such a high profile player. Yes they live in a bubble. Yet the following year, they won the flag.
