You use a process called masking, which lets you put something in the
small area that is masked.
You mask what you want in one picture . Copy it, and paste it to the new picture.

I still use a 10 year old version of Picture Publisher, because its masking facility is better than all the later ubeaut Graphic programs.

There are many free graphic programs that you can download that will probably do this.
