A retirement can't make way for a rookie promotion during the season. If you look at the CBA, you'll see that rookie promotions can only happen as of right when there is a LTI.
There is provision for a rookie to be elevated if Adrian Anderson is satisfied that there are exceptional circumstances justifying the elevation. But retirements have never led to a rookie elevation though. IIRC, the Weagles wanted to promote a rookie when Glen Jakovich retired towards the end of his last season. Nothing happened. When Gaspar retired earlier this year, no rookie elevation.
Truth is that the retirement of a veteran towards the end of the season is far from exceptional. No one wants to see a legend ending his career in the VFL. If he aint going to get a game in the seniors, retirement is the only dignified solution.
Of course, if we're able to put Kouta onto the LTI list with the hip injury, then we could promote a rookie. But the AFL medico would have to assess him as having an 8 week injury for this to happen, and that's not likely.
