The AFL has handled this whole head contact position terribly for years. As long as players are being rewarded for lowering their weight or ducking the head, they'll keep doing it. If you duck your head, you've had time to make a conscious decision/prior opportunity so it should be penalised. Pay the free against it and it will stamp the action out immediately.

especially when the moment they make eye contact with the tackler they duck; which is what i believe Mansell did to try and avoid holding the ball and win himself a free kick.

these guys are pros. they know EXaCTLY what they’re doing to win rather than lose a free kick. now some clever players are bending their finger back as ball goes past for the low-res goal-review cameras i heard recently. it’s professional sport. they take PED if they think can get away with it or get a doctors certificate due to injury dont they? of course they are ducking the head to win a free.
