These kinds of appointments get made all the time in the Corporate world. Often it is less to do with 'Cronyism' and more to do with appointing someone you trust to get the job done! When your job or bonus is on the line you aren't going to take a chance on some well credentialed guy you don't really know. When it is your b@lls on the block you give the job to somebody you know will do a good job. I am sure this is what is happening here.
