It's all a crock. Robbo didn't get one when he cut up the Tiges in his first game, and didn't get one at all.
We haven't won Mark Of The Year either, despite Skywalker taking perhaps the best mark ever.
And we didn't win Goal Of The Year, even though Eddie's effort against the Scum was clearly the best.

We got three nominations* back in 2003, hardly one of our most stellar seasons, so dont think it means very much

NRS is flawed.

Player A can be considered good enough to play 12 games in his first year and then in his second year plays every game and could be in his teams top 10 but is ineligible in year 2. Player B from the same draft may not be considered good enough to get a single game in year 1 but in year 2 can win the award even though he may not have had as good a year as player A.

So Player A is unable to win the award in year 2 because ironically he was better than player B and any other player who wasn't good enough to play 10 games in his first year. Yet they are all eligible in year 2.

There is a simple solution. NRS should be best player from that years national and rookie drafts (keep the age limit though).
