I have seen some very good astute marketing people who don't earn, what I would say is top dollar and then I have some very special one's as well. Marketing consultants are very good but they also do not always understand or truly relate to the business brands.
Yes you can employ the right person, but success rate can vary and is never higher than 50% so a less risky way is to have a marketing firm develop the strategy and have your in house team implement, at least until you have confidence that the in house team is capable.
You are 100% correct that external firms don't fully understand or relate to the business brand, however in our case we need to re-brand the club so an outside perspective is needed, preferably one with demonstrated experience in creating an emotional attachment to a brand.
