I thought it was more like Jezza worked for a Federal Government Public Service Department in the ACT and Carlton arranged through Sir Robert Menzies to have him transferred to a Melbourne Office of that particular department.
This meant that the signature that North Melbourne had was no longer valid (not sure of the particular paperwork it wasn't a Form Four as ACT was considered a developmental football area by the National Football Body) - it meant he was a free agent again and Carlton (conveniently

) were able to have the correct paperwork very close by for immediate signature.
