Agree, but flag is the goal, but anything less can still be a pass mark.
Must say I'm not a fan of whether or not a coach etc should survive coming down a certain ladder position or final win etc. Too many grey areas.
What if the team is ravaged with injuries, but still against odds scrapes into the 8 only to lose by a point to 5th who go on to eventually win the flag? On the flip side what if the side making the 8 is like an Essendon* of 2009 in which there was very little difference in quality that year between about 8th and about 14th. etc etc
Whilst a statement such as "I expect us to win the flag", will come back to haunt you ala Schwab one year, something such as "we're not putting a ceiling on what this group could achieve together" would do for me and then just let the year unfold.
