I'd suggest the issue is that playing that way requires full buy-in from the team because they need to unconditionally trust each other to have their backs eg when leaving their man to pressure the ball carrier, and also scenarios like taking risk with the ball and not being caught out on a turnover.
Without that full buy-in players go to self preservation by default and we see the static down the line play.
So while it's easy to say it's not easy to implement because it doesn't work if only a few guys are prepared to play that way - they just end up over committing and looking bad.
