Not sure we have the similar charge in Perth but I thought it was a public order offence.

Similar to disorderly conduct or urinating in public. It's the charge you get when the coppers got nothing else.

They changed the code it's in here (used to be called disorderly by fighting)from the Police act to the criminal code but it's still a minor offence in WA.

I would say however that it might mean the police don't necessarily believe he was "set upon" .

It's a "fine and @#$%&! off" charge.
